I was approached by management consultants Scotford & Fennessy early in 2017 with a view to joining APA Group which I did early in April on a fixed term contract.

Major projects included the Yamarna Gas Pipeline and Murrin Murrin Compressor Station, together with various other responsibilities.

Packages under my direction ranged from major equipment valued between $500k - $2.5M, plus construction contracts ranging between $8M - $45M.

Commensurate with the downturn of activity in the Australian resources industry over this period, I diversified from my normal procurement and contracts role into varying fields of activity, primarily on a consultancy basis.

These activities, capitalising on my advanced computer skills, included:

  • Website creation, authoring and maintenance for an Albany based film production company

  • Development of an e-commerce facility for the online sale and distribution of DVD’s produced by the aforementioned production company

  • Personal development and enhancement of computer knowledge

POSITION: Senior Procurement Officer

Senior Procurement Officer responsible for the negotiation and award of major internationally sourced packages for the Aktogay Oxide Project (Copper) in Kazakhstan.

Specific activities included:

  • Preparation and issue of Tender Packages

  • Review and evaluation of Bids together with the compilation and analysis of Bid Tabulations in Excel spreadsheet format

  • Liaise with engineering teams in Perth, Brisbane and Almaty, Kazakhstan to resolve Tender clarification issues

  • Negotiation with vendors to clarify and resolve commercial issues

  • Preparation and submission of Procurement Progress Reports, tabled at the weekly project meeting, which was conducted via international teleconference.

  • Formulate and compile Recommendations For Award (RFA) for board approval

  • Write and Issue Notices of Award (NOA) subsequent to the necessary management sign-offs

  • Compile and issue conformed Purchase Orders / Contracts

  • Monitor, expedite and track package progress

  • Review and approve milestone payments / progress claims

Major packages included the Cathode Stripping Machine, Boilers, Agitators, Pumps, Transformers and HV Switchgear.

Package values averaged between US$2 – US$3 million.

POSITION: Project Procurement Lead

During my time at Sedgman, I was the Project Procurement Lead responsible as line manager for the supervision of three (3) staff (Senior Procurement Officer, Procurement Officer and a Transport/Logistics/Expeditor.)

My duties included the coordination, preparation and issue of budget enquiries for various potential projects including the Cerro del Gallo Silver Project – Mexico, Segilola Gold Project – Nigeria, Mungari Gold Project – Kalgoorlie and the Coburn Mineral Sands (Zircon) project north of Geraldton, Western Australia.

I also conducted staff performance reviews and reviewed and approved timesheets.

Senior Procurement Officer on the Rowley Yard Infrastructure Upgrade for Fortescue Metals Group. Responsible for administration of contracts for earthworks, fit-out of automated rail workshop equipment and building of new administration office and workshop.

Senior Procurement Officer for the Tulawaka Project in Tanzania, Kainantu Gold Project in Papua New Guinea and Gosowong Expansion Project in Indonesia. Aside from preparation and administration of major procurement packages, I was also responsible for development and maintenance of Procurement Status Reports, Contract Variation Registers and Electronic Tendering Processes. I was also designated a computer “super user” and in this role provided desktop software support and mentoring to other staff members.

Employed originally to provide Procurement input to the budget estimate for the Trunkline Onshore Terminal (TOT) for Woodside’s Karratha OGP.

I then moved on to handle various equipment for Woodside’s LNG Train 4 upgrade with individual package values of around A$5,000,000.

Computer activities centred on RFT packages being issued via KJV’s web based interface, document administration via DocsOpen and preparation of bid analysis and award recommendation documentation using Microsoft® Office based software.

I contracted my services to both Worley and Transfield-Worley for short term contracts on various projects; e.g. Epic Energy – South Australia, Ravensthorpe Nickel Project and also carried out relief work on various Woodside assets within the TW organization.

POSITION: Procurement Officer - Cossack Pioneer Optimisation Project

This project, originally Project Managed by the Transfield-Worley Alliance was taken back as a Woodside project in mid-February 1998.

My duties involved the procurement of all items needed for the refurbishment of the Cossack Pioneer, a former oil tanker converted to an FPSO (Floating Production Storage & Offtake) facility. The vessel went into dry dock in Bahrain in January 1999 for the completion of this work aimed at increasing the oil production to over 100,000 bblpd.

POSITION: Senior Procurement Officer - Bulong Nickel Project

This project was project managed by Bateman Kinhill Kilborn on behalf of Resolute Resources Pty Ltd and Energy Oil & Gas N.L.

I was responsible for various aspects of the Procurement function on miscellaneous packages and deputised for the Project Procurement Manager in his absence.

Bid Tabulations and analysis were carried out on Microsoft® Excel 7.0 with recommendations being written up in Microsoft® Word 7.0a. Document storage and retrieval is handled via a locally developed DMS system.

Tender schedules were lodged electronically to expedite the evaluation process and a number of other functions, such as vendor information searches, product location and drawing transmittal etc, were performed via the Internet.

POSITION: Procurement Officer - Mt.Todd Gold Mine Phase II Development

This project, with a budget of over $200 million, was project managed by Bateman Kinhill Kilborn on behalf of Pegasus Gold Australia Pty Ltd (Formerly known as Zapopan N.L.)

I was responsible for all aspects of the Procurement function on various packages for this major expansion to the Mt.Todd Gold Mine situated at Katherine in the Northern Territory.

October 1994 - Dec 1995 Tiwest Joint Venture

POSITION: Senior Procurement Officer - Project Engineering

After a month’s vacation in Europe I was invited by Tiwest to rejoin them on a direct contract basis to handle the procurement side of a major 80,000 tpa plant upgrade.

Supervision of a Storeperson / Expediter and clerical personnel formed part of my duties together with the implementation of a Procurement Register and Cost Control System. Data input to the MIMS purchasing and inventory control system also formed part of my scope.

My position reported directly to the Manager of Engineering and handled all procurement aspects of the $30 million project, including the preparation and administration of site based construction contracts, out of the Kwinana office.

POSITION: Purchasing Officer - Project Engineering

Employed on contract to Minproc Engineers but seconded to the Tiwest Joint Venture in Kwinana.

Various upgrade projects were successfully completed with a total value of around $8 million.

July 1993 - November 1993 Clough Engineering Group

Nedlands, Western Australia.

POSITION: Procurement Officer

I commenced duties with Clough in early July 1993 as one of two Procurement Officers working on the Dhodak Oil and Gas Condensate Plant in Northern Pakistan (Project Value US $200 Million).

Standard procurement duties included Bid Analysis utilising Microsoft Excel 4.0 Spreadsheet software, vendor negotiation on an International basis, analysis of exchange rate fluctuations etc.

May 1991 - July 1993 Signet Engineering Pty Ltd

POSITION: Contracts and Procurement Officer

I joined Signet Engineering following the dissolution of the Mount Keith project team at Kinhill's offices in Victoria Park. At Signet I worked on various projects reporting directly to the Project Manager in each case. These projects included:

* Argyle Plant Upgrade (Argyle Diamonds) - $98 million

* Salsigne Gold Mine (Southern France) - $28 million

* Wiluna Biox Plant (Asarco Gold) - $26 million

* Paddy’s Flat Project (Dominion Mining) - $3 million

* Telfer Upgrades (Newcrest Mining) - $8 million

* Wiluna Dump Leach (Asarco Australia) - $2.5 million

* Tanami Gold Mine (Zapopan N.L.) - $4 million

My duties included the preparation of enquiry packages, tender evaluation, awarding of Purchase Orders/Contracts and administration thereof.

Expediting, coordination of transport services, client liaison and invoice/progress claim verification also formed part of my scope of work.

August 1990 - April 1991 Kinhill Engineers Limited

Victoria Park, Western Australia

POSITION: Contracts / Procurement Officer

Employed initially by the Nedpac-Kinhill joint Venture as assistant to the Contracts Manager. I was based in Nedlands and worked on the pre-project stages of the Mount Keith Nickel Project ($450 million).

When the Joint Venture partnership with Nedpac was dissolved and a new one formed with Signet Engineering, I transferred to Kinhill's offices in Victoria Park.

Duties included the preparation of Invitation to Tender documents for both Contracts and Purchase Orders, Contract negotiations, general procurement and expediting.

August 1987 - May 1990 Barrack Mine Management Pty Ltd

Perth, Western Australia.

POSITION: Procurement & Contracts Officer

Responsible for Contract preparation and administration, purchasing, expediting and cost control on such projects as the Croydon Gold Mine in Northern Queensland ($12 million), the Horseshoe Lights Flotation Plant ($5 million) and the Wiluna Gold Mine Plant - Capacity Increase ($9.5 million). Duties also included man-hour control and analysis, invoice/progress claim approval and processing.

Project status reports were generated using various software packages including Lotus and dBase III+.

Prior to the above, I had worked with other major mining and resource companies including Seltrust Mining (Later to become part of BP Australia) and BHP Minerals.
